Applications submitted to NIH under the continuous submission policy will be reviewed no later than 120 days after receipt, as per the policy.
  3. Can I withdraw a grant application that is assigned to January 2014 Council from consideration?
Yes. If you do not wish your application to be reviewed in time to go to January 2014 Council, you are welcome to withdraw the application and submit it for the May Council round using the standard due dates. (Note, the October standard due dates were moved to November, 2013 because of the shutdown. See NOT-OD-14-003 for the new dates.)

The reviewer still must include a cover letter explaining the reason for the late submission, including the name of the study section and the name of the SRO.
